The White House ruled out on Wednesday taking new steps to overhaul US national security structures in response to a grim report warning that a biological or nuclear attack is likely within five years. But US President George W Bush is working with president-elect Barack Obama on ways to improve US counter-terrorism efforts after he takes office on January 20, said spokeswoman Dana Perino.
