Addressing a rally at Wardhannapet on Saturday evening as part of Congress Praja Chaitanya Bus Yatra, Uttam said that CMS-India Corruption Study 2018 has exposed that KCR administration was the second most corrupt among 29 States in the country.
He said almost 73 per cent of households said they had bribed officials for availing public services.
He said transport, police, housing, land records, health and hospital services have been classified as the most corrupt wings.
He said people were forced to pay bribed to get or renew a driving license, register a complaint, register an FIR, getting PDS ration card, admitting as inpatients, school admission or even correct inflated bills.
"KCR has turned Telangana into the most corrupt State in the country," he alleged.
Uttam Kumar Reddy also alleged that Mission Bhagiratha or Mission Kakatiya and other schemes were launched only to benefit the contractors and get commissions.
The KCR government implemented projects where his family members and associates got commissions, he alleged.
